Brief description The purpose of the Project was to present to the Ministry of Economy of the Russian Federation recommendations to ease the social impact of economic restructuring and privatization in Russia. They focused on a range of generic issues:
  • incomplete process of multicipalisation of social assets,
  • ineffective social targeting,
  • weaknesses in the financing of social sphere,
  • weaknesses in the management and administration of social services and social assistance,
  • the low level of public awareness and acceptance of the RF Government’s efforts to reform the social sphere,
  • weaknesses in the social legislation.
Results
  1. Development of set of proposals for social policy reform at federal, regional and local level, including the financial and legal framework.
  2. Preparation of proposals for amendments to legislation in the field of legal regulation at the federal, regional and municipal levels.
  3. Development of recommendations on financial control mechanisms for social objects at federal, regional and local levels.
  4. Holding of specialized seminars, study tours and international conference “Economic Aspects of Social Policy in the Russian Federation”.
