Brief description	The main objectives of the Project are: Providing the complex methodological and analytical support in implementation of the Program in 2011; Supporting Kaluga region in 2011 tender to recieve a grant for the Program implementation from the federal budget.
Results	Analysis of the normative legal base of Kaluga Region that regulate issues related to the Program in order to improve the normative legal base during the implementation of the Program's activities; Drafting of normative legal acts, methodological recomendations and other documents in accordance with the Program and changes in the federal legislation; Preparation of set of documents needed for participation of Kaluga Region in 2011 tender to recieve a grant from the federal budget for improvement of efficiency of budget expenditures during the implementations of the Program; Consulting representatives of region's public executive and local selfgoverning bodies on the wide range of issues related to the implimintation of the Program.
