Brief description	The objective was to develop the standard recommendations on the implementation of the budget process reform by regional authorities, taking into account the concept to reform the budget process in the Russian Federation in 2004-2006.
Results	The action plan to reform the budget process in the RF subject developed. Proposals on the introduction in the budget planning process the procedure for preparation and submission of reports on the results achieved and main areas of activity of the subjects of budget planning developed. Draft Methodology recommendations on preparation of plans of activities and performance indicators of the regional executive authorities developed. Methodology recommendation to prepare regional departmental targeted programmes developed.
